Storm Water Management

The Town/ Village of East Rochester, as part of the Monroe County Stormwater Coalition, has developed and maintains a stormwater management plan (SWMP). The Town/Village meets regularly with the other 29 members of the coalition to review and address stormwater concerns. The Town/ Village is committed to implementing best management practices, providing and offering training, and implementing projects to improve water quality and reduce stormwater runoff. The SWMP includes six minimum control measures to help improve water quality which are listed below: 

  • Public education & outreach
  • Public participation 
  • Control of illicit discharges – detection & elimination 
  • Construction site erosion control measures 
  • Post-construction stormwater treatment 
  • Pollution prevention at municipal facilities 
NYSDEC classifies stormwater pollution as sediment, bacteria, fertilizers, pesticides, automotive fluids, and other materials that are washed from surfaces such as parking lots, roads, roofs, and construction sites during a rain storm or snow melt. The curbs, gutters, storm drains, pipes, and ditches help to transport these pollutants to Irondequoit Creek and other tributaries.

On Tuesday February 27th, 2024 the Town/Village of East Rochester and MRB Group will 
be hosting an informal Public Information Meeting. The meeting is open to residents to stop 
in at any time between 5:30pm to 8:00pm to ask questions with regards to the scope of the 
project. 

The meeting will be held in the Jean Daniel Community Center located on the 1st floor 
of the Eyer Building (317 Main Street, East Rochester, NY 14445).

On Tuesday July 25th, 2023 the Town/Village of East Rochester held a Public Informational meeting in the Jean Daniel Community Center. The purpose of the meeting was to present the draft reconstruction plan for Garfield Street. This meeting was open to the public and all comments and feedback were welcome. There will no formal presentation, all information has been posted here on the web site.

On May 23, 1898, a group of businessmen from Despatch (as East Rochester was known until 1906) met at Branshaud’s Hall on East Commercial Street to set up the first fire department.  On May 29th, the first official meeting was held, and the Despatch Fire District was formed.  During subsequent meetings committees were formed to find estimates for needed equipment, as well as for property and a fire hall.  It was determined that $1800.00 was the amount needed to outfit this first department.  Equipment included:  one dozen rubber coats, boots, and helmets, a hose cart, an alarm bell, a ladder truck, and three chemical carts.  Needless to say, the first fire trucks were either pulled by horses or pulled by hand.

The ER Fire Department is attempting to update over 200 business PRE-PLANS that are intended to be used in the event of an emergency. Information to be collected includes the Business Contact(s), a Site Plan, a reference to the locations of utilities and any exposure to risks.

**VOLUNTEERS NEEDED**

The Monroe County Soil & Water Conservation District is looking for morning volunteers to help remove invasive species along Irondequoit Creek at Legion Eyer Park in the Town of East Rochester! All along the streambank the invasive vine, Oriental Bittersweet, is present and as part of a larger park enhancement project, the District will be cutting and pulling the vine from the bank. Volunteers will be needed to help cut, pull, and bag the vine. This is the perfect opportunity for local scout groups, school clubs, residents, and more to come out and learn about streambank erosion, buffers, Irondequoit Creek, water quality, and gain overall knowledge of your local natural resources. Removal should only take a few hours and will preferably be done between the hours of 9:00 am and 12:00 pm. Tentatively, we are looking at a morning the week of June 13th or June 27th, 2022. Interested individuals should email JacobKearney@monroecounty.gov or JamesSroka@monroecounty.gov with their availability.

The Coalition's 2020-2021 Joint Annual Report for the period March 9, 2020 through March 9, 2021 includes compliance activities that were accomplished during the reporting period and performance measures to evaluate overall effectiveness of each minimum control measure. Reportable activities specific to each Coalition member may be obtained from the individual municipality. The public is encouraged to review these materials and provide comments to the Coalition staff or their respective member representative.
